It usually is, and the reasons are specific to this climate rather than general.
Heat. A light coloured metal roof reflects solar radiation instead of absorbing it and passing it into the attic. In a Tampa August that is a real difference in what the air conditioning has to fight.
Wind. Properly fastened metal panels handle uplift better than asphalt, which is the failure mode that actually matters in a Gulf storm. Shingles do not usually fail in the middle, they peel from an edge.
Time. Asphalt in this sun is a fifteen to twenty year material. A metal roof installed correctly is measured in decades, and it does not grow the algae streaking you see on every third asphalt roof in the county.
What it will not do. It will not be the cheapest roof on the estimate, and anybody telling you it pays for itself in five years is selling. It is a longer horizon decision. If you are selling the house in three years, put asphalt on it.
A metal roof over solid decking and underlayment, which is how we install them, is not meaningfully louder in rain than asphalt. The noise people remember is a metal barn or carport, where the panel is fixed to open purlins with nothing underneath it and the whole roof works as a drum. That is a different assembly, not a different material.
